What is the Public Sector Decarbonisation Scheme (PSDS)?

The Public Sector Decarbonisation Scheme (PSDS) supports the aim of reducing emissions from public sector buildings by 75% by 2037, compared to a 2017 baseline, as set out in the Government’s 2021 Net Zero and Heat and Buildings strategies.

Previous rounds of PSDS have committed a total of over £2 billion in funding to eligible public sector bodies from 2021-2025.

The most recent round of PSDS funding (Phase 3) will provide £1.425 billion of grant funding over the financial years 2022-2023 to 2024-2025.

Eligible public sector bodies and projects could apply to Salix, the administrators of the grant, for funding, on any of the following:

  • Heating system decarbonisation
  • Building fabric upgrades
  • Solar PV
  • Lighting
  • Other eligible measures

Recent rounds of PSDS funding have had a stronger emphasis on heat decarbonisation in order to deliver greater carbon emission reductions.

The application process is set up to ensure that the public sector body takes a “whole building” approach when decarbonising, as well as decarbonising the heating supply to their estates.

To date, FairHeat’s Specialist Operations Team has been engaged to develop funding applications by 4 public sector bodies, covering 14 buildings, with a total value of around £19 million in funding.

The applications included:

  • Connection of public sector buildings to a low carbon district heating network.
  • Upgrades to building level heating and hot water systems to permit more efficient operation and enable the connection of low carbon heat technologies through flow and return temperature reductions.
  • Upgrades to fabric performance of the building and installation of solar PV.
