Jose Perez

Senior Contract Manager

Jose joined FairHeat in 2025 as a Senior Contract Manager, bringing over a decade of experience in civil engineering, project delivery, and quality management. He holds a master’s and bachelor’s degree in civil engineering from the University of Granada awarded in 2014 and has spent over a decade working across the construction industry in both contractor and client-side roles. His career has focused heavily on large-scale infrastructure and district heating projects, with a proven track record of delivering complex schemes in challenging urban environments.

Jose has played a central role in the planning, delivery and commissioning of four district heating networks across the UK over the past five years. He brings strong technical and commercial expertise, along with practitioner-led experience in stakeholder coordination, CDM compliance, and health and safety best practice. In his previous role, he led the development of comprehensive Quality Assurance and Quality Management System for Bristol’s city-wide District Heating Network. This framework was formally recognised by Bristol City Council and directly contributed to securing a £5 million framework contract, enabling his team to deliver long-term governance administration, and compliance services.

Jose’s experience spans both international and UK projects, and he is known for his commitment to collaborations, quality, and safety across all phases of project delivery.

As a Senior Contract Manager at FairHeat, Jose is responsible for overseeing contractual and commercial aspects of heat network projects, ensuring that best practice in quality, compliance, and stakeholder management is embedded from pre-construction through to handover. He plays a key role in ensuring projects deliver value through practical, fit-for-purpose solutions aligned with FairHeat’s technical and ethical standards.

“Before joining FairHeat, I worked with the business as a trainer delivering NEC4 ECC contract administration processes. From the outset, I connected deeply with FairHeat’s ethos and values, particularly its commitment to integrity, transparency, and delivering meaningful end-to-end impact within the heat network sector. I believe this approach represents the direction the construction industry must take.”
