A well-managed construction and installation phase is key to ensuring that heat networks are built safely, efficiently, and to the highest standards. FairHeat supports both new build developments and operational network upgrades, providing technical oversight, risk management, and regulatory compliance.

New Build Development

A well-executed construction phase is essential for delivering high-performing, reliable, and compliant heat networks in new build developments. At FairHeat, we provide specialist oversight and technical expertise to ensure contractor designs align with project specifications, installations meet industry standards, and risks are managed effectively.

Our Contractor Design Review service ensures that design integrity is maintained throughout construction, preventing costly deviations, delays, or inefficiencies. We provide technical submittal reviews, reviews of design changes, reviews of specialist design pieces (e.g. pipework expansion, UFH design) and carry out risk assessments to guarantee compliance with M&E designs, performance standards, and regulatory requirements.

Our Installation Review service focuses on early intervention and accuracy, providing comprehensive inspections of plant rooms, substations, network (above and below ground), and consumer connections. We conduct initial inspections early to identify design deviations and highlight installation issues that could impact performance, whilst setting project installation benchmarks to be taken forward in the project. This is supplemented with further on-site inspections throughout the construction phase, to maintain design compliance and ensure quality workmanship.

Our inspections are critical for preventing issues that may impact program timelines and operational performance, guaranteeing the system meets design intent and regulatory requirements. We ensure accurate as-built drawings are developed throughout the process, providing a reliable record for future maintenance and operation.

By providing structured contractor oversight and early intervention, FairHeat helps developers safeguard project quality, control costs, and ensure a seamless transition from design to construction.

To protect the performance specification achieved at design, it is important to monitor any variance between the contractor’s design and the M&E design, particularly with respect to any proposed value engineering. Furthermore, there have been instances in the industry of inappropriate equipment selection or contractor-proposed design changes that have led to:

  • Significant additional capital costs
  • Delays to programme
  • Long term performance impact and/or O&M costs
  • Design/performance specification not being met due to altered design

REVIEW OF DESIGN CHANGES

To avoid such issues, FairHeat reviews the contractor’s design pack (including updates to design, technical submittals for key equipment and description of operations), with FairHeat providing feedback to the design team in the review process. FairHeat carries out review and comments on contractor design to ensure the approved consultant design has been met by the contractor drawings.

Often changes can be made without due consideration at this stage due to cost/supply chain concerns, however this additional design stage aids to reduce these pain points and ensures that the impacts of all alterations are detailed and weighed up.

Technical Submittal Review

FairHeat reviews the contractor’s technical submittals for key equipment and provides feedback to the design team in the review process. This includes:

  • Plant room and network: boilers, heat pumps, CHP, thermal storage, plate heat exchangers, pumps, water treatment equipment, pressurisation and expansion units, control valves, general valves/fittings/ancillaries, commercial/communal space heating equipment, BMS, pipework (above and below ground), insulation
  • Consumer connections and heat system: HIUs, pipework, insulation, space heating equipment/ancillaries, DHW ancillaries
  • Metering and billing: heat meters (plant room/network/dwelling), pre-payment/AMR system

At the start of this stage, checklists are provided prior to the production of technical submittals to ensure that all relevant information is detailed within. This additional information aids the process to ensure that all parties have complete clarity on the equipment to be specified, and avoids generalised submissions, which will align with future HNTAS requirements and support with compliance.

Description of Operations Review

A simple and effective Descriptions of Operations (DesOps) needs to be produced by a controls specialist, outlining how plant room equipment is to be controlled and operated through all modes of operation and levels of demand.

The DesOps can have a significant effect on the efficiency (and operability) of the plant room. Thus, considerable thought is expected to ensure that the DesOps achieves the design intent and that the control strategy maximises efficiency and stability through all modes of operation.

FairHeat will review the LTHW DesOps to ensure the appropriate level of detail has been produced for control philosophy capturing response of system to changing demand.

FairHeat will carry out onsite inspections and review heat network installation at key stages throughout the construction phase. FairHeat’s scope allows for inspections to review installation against the finalised design and specification as well as for good workmanship. These cover review of pipework and equipment installation, as well as subsequent inspections of insulation installation in the following areas:

  • Energy centre
  • Substations
  • Network
  • Dwellings
  • Commercial units
  • Buried pipework

FairHeat will aim to attend site as early as possible to ensure that issues can be picked up early and correct installation can be benchmarked before the full rollout of installation across the site. Further support will be provided on subsequent visits to ensure issues have been amended. This collaborative approach and regular site attendance will result in consistency of installation and assurance that the network has been installed as per the design.

Prior to installation taking place, FairHeat may review installation method statements if access and coordination is an issue, particularly in retrofit scenarios where pipework/equipment may need removing prior to additional installation.

When developers are connecting to wider heat networks operated by ESCos, there are additional considerations, particularly with regards to technical requirements and heat supply and connection agreements.

FairHeat will be able to feed into this stage to ensure that support is provided in ensuring that ESCo technical requirements are being met through construction stage, and any alterations are documented in derogations trackers.

District Heating

The quality and compliance with original design of a district heat network installation is one of single largest factors in determining its long-term reliability, stability and efficient performance. Installation errors are expensive to fix once the system is operational, causing downtime and customer service interruptions. Clients should be confident the system has been installed as per their requirements before accepting Practical Completion, to avoid experiencing costly errors in installation quality and compliance early into operation.

FairHeat are industry experts in undertaking installation compliance inspections. We know what to look for, and just as importantly, we know how to work collaboratively with contractors in ensuring best practice standards of quality are adhered to. We bring our technical expertise and stakeholder management to the table to ensure a smooth installation phase, where quality inspections are seen as an essential and valuable addition to the construction phase.

FairHeat carry out inspections of the energy centre equipment and services throughout the construction phase, to ensure the installation is progressing in compliance with design, specification and workmanships standards.

Due to the size of services and equipment within the energy centre, use of offsite prefabrication methods, FairHeat’s approach is flexible and tailored to each project, but aims to identify non-compliance at the earliest possibility to prevent the need for remedial action and programme delays.

Our typical approach involves:

  • Contractor Design & Technical Submittal Reviews: Depending on the contractual arrangement for the construction phase, there will be varying levels of design/equipment selection responsibilities with the contractor. Whether it is reviewing Value Engineering proposals or ensuring compliance with original design, we offer client side technical support in ensuring all Contractor proposals are suitable and do not compromise long term performance.
  • Installation Witnessing: Given the complexity of large scale energy centres, coupled with the time and investment that has gone into the detailed design to ensure it is optimised, ensuring the installation meets this specification exactly is critical. Our focussed, quality benchmarking inspections provide client’s with the confidence that the installed system is in full compliance with the design & specification.

FairHeat provides expert support on buried district heating networks, ensuring works meet design specifications, manufacturer guidance, and industry best practices.

Our team carries out inspections at key stages of the construction process, offering oversight on both quality and compliance. With a robust project management system and a collaborative approach, we ensure seamless coordination across stakeholders, contractors, and specialists.

Key activities include:

  • Pre-backfill inspections to verify correct installation of pipework, joints, foam pads, and structural components before burial.
  • Joint and sleeving inspections, including review of welding certificates, alarm wire testing, and NDT results.
  • Supervision of backfilling and compaction to confirm correct layering and material standards, ensuring long-term pipework integrity.
  • Chamber construction inspections to ensure access points (e.g., valves, vents) meet maintenance, safety, and local authority standards.
  • Concrete sampling and testing to validate structural strength and material compliance.
  • Reinstatement oversight to ensure adherence to local authority highways requirements and preserve stakeholder relationships.
  • Monitoring of chamber tagging and structural labelling for traceability and operational clarity.
  • Building entry works inspections to ensure proper sealing and installation at key transition points.

Additionally, FairHeat offers dedicated support for leak detection system commissioning. We witness and review alarm wire testing, CAD distance reconciliation, and provide clients with defect analysis and guidance on engaging leak detection specialists. Our goal is to ensure clients inherit a fully functional and monitorable leak detection system at handover—critical for long-term performance and reliability.

FairHeat provides expert commissioning support for all stages of district heating network activation, ensuring each system is safe, clean, and optimised for long-term performance. Our engineers bring extensive experience in supervising and inspecting critical commissioning activities, acting as the client’s independent agent throughout the process.

Key areas of support include:

  • Pressure Testing (Hydraulic & Air): We witness and verify pressure tests in line with specifications and BSRIA guidance to confirm the structural integrity and watertightness of the pipework and fittings.
  • Pipe Cleaning (Pigging & Flushing): We oversee mechanical cleaning processes—such as foam or ice pigging and high-velocity flushing—to remove debris and contaminants prior to operation.
  • Biocide Wash: We monitor biocide dosing, circulation, and flushing to eliminate bacterial growth that may develop during stagnant periods after initial fill.
  • Chemical Cleaning: Our engineers ensure proper dosing and sample testing throughout the iron oxide removal process, verifying that iron levels stabilise and that all contaminants are fully flushed from the system.
  • Operational Water Fill (Demineralised & Softened): We witness on-site water testing for conductivity, oxygen, and hardness levels, ensuring correct filling methods are applied for both large and small systems. Independent lab testing can also be arranged where required.
  • Passivation & Water Treatment: We verify that the network is dosed with the correct passivation chemicals to protect metal components and maintain the required pH and nitrite levels for corrosion control.
  • Water Sampling & Analysis: Following treatment, we support ongoing water quality testing to ensure compliance with BSRIA guidelines and long-term system health.
  • Livening of the Network: Once the network meets performance criteria, we oversee the safe livening of the system—ensuring bypasses, loops, and air vent strategies are correctly implemented. If the system remains inactive post-commissioning, we assist clients in managing water circulation to prevent stagnation and bacterial growth.

With a deep understanding of industry standards and on-site realities, FairHeat ensures every commissioning phase is delivered to the highest quality—protecting system integrity and maximising lifecycle performance.
