Operational Network

For existing heat networks, ongoing maintenance, regulatory compliance, and performance optimisation are essential to delivering efficient and cost-effective service. Many operators struggle with incomplete documentation, unpredictable maintenance needs, and rising operational costs.

FairHeat offers a comprehensive suite of services, ensuring networks are properly managed, financially sustainable, and fully compliant.

Comprehensive Operation & Maintenance (O&M) manuals are critical for the effective management of heat networks, yet many contain gaps in information or unclear instructions. FairHeat conducts detailed O&M manual reviews, ensuring that all operational procedures, system specifications, and maintenance requirements are clearly outlined and aligned with industry best practices and regulatory standards.

  • Reviewing and verifying existing O&M documentation for completeness and accuracy.
  • Identifying missing or unclear details that may impact system maintenance or efficiency.
  • Ensuring alignment with regulatory standards such as CP1 and HNTAS.
  • Providing recommendations to improve clarity, usability, and operational effectiveness.

By ensuring comprehensive and clear documentation, FairHeat helps operators maintain efficient and compliant heat networks while minimising operational risks

When a new site is adopted into a heat network portfolio, or when limited information is available about an existing site, it is critical to establish a clear operational baseline to ensure effective maintenance, regulatory compliance, and long-term efficiency. FairHeat’s Site Onboarding Assessment provides operators with a structured evaluation of the site’s condition, performance, and compliance status, allowing for proactive management and risk mitigation.

Our Site Onboarding Assessment ensures that the key operational and compliance requirements are in place, helping operators manage their networks effectively:

KPI Management

  • Identifying and defining Key Performance Indicators (KPIs) to measure site efficiency, reliability, and service quality.
  • Establishing benchmarking metrics to track operational performance over time.

Asset Register & Condition Surveys

  • Conducting on-site inspections to document the condition of all critical assets, including plant rooms, distribution networks, and consumer connections.
  • Developing an asset register to provide operators with a clear inventory of heat network infrastructure.
  • Identifying immediate and long-term maintenance needs, preventing unexpected failures.

Regulatory Readiness

  • Assessing the site’s alignment with regulatory requirements, such as HNTAS.
  • Identifying compliance gaps and providing actionable recommendations to address any deficiencies.
  • Ensuring record-keeping and documentation practices meet industry standards.

FairHeat’s Site Onboarding Assessment provides heat network operators with a clear understanding of their assets, risks, and compliance status, ensuring that critical requirements are in place from day one. By identifying areas of concern early, operators can take proactive action to improve maintenance strategies, operational efficiency, and long-term asset performance.

Clients often spend a significant amount of cost and management time dealing with the consequences of poor maintenance of heat networks during the defects and liability period (DLP).

A lack of clear ownership of duties and responsibilities when ownership is transferred between the construction and operation stages can lead to O&M duties not being adequately fulfilled, equipment warranties being voided, and defects not being identified and actioned within the DLP, exposing the heat network owner to a significant amount of ongoing risk.

FairHeat ensure a satisfactory handover to the operation and maintenance teams has been undertaken, and reviews the O&M activities for the plantroom, network and dwellings over the first year of operation, with the aim being to ensure that systems are properly maintained, with correct operating conditions (e.g., water quality and controls) at the point of transfer to the entity taking on the ongoing responsibility for the system.

FairHeat review results and flag any issues for the developer to follow-up on. FairHeat also plots results over time to show trends, which are included in the evidence pack. There is a final inspection of plant room and network carried out by FairHeat at end of the DLP. Final inspection/witnessing identifies any complications that require resolution before the end of the DLP and production of an “evidence pack” to support satisfactory hand over.

Heat tariffs are often not correctly set and do not have an appropriate tariff structure. Often schemes do not recover initial costs through a connection fee and the operational costs through the tariff. Heat tariffs are often unfairly set with respect to usage and do not incentivise good performance. For New Build and Operational sites, FairHeat can provide:

  • Review current tariff structure and propose alternative approach based upon client requirements (recoup costs, profit margin, etc.)
  • Develop and calculate standing charges for heat network to cover M&B charges, share of utility standing charges, administrative costs and bad debt provisions
  • Develop and calculate availability charge for heat network (system O&M costs, heat losses, as required)
  • Develop and calculate usage charge for heat network (variable kWh and/or variable volume charges, as required)

Excessive heat loss can lead to higher operational costs, inefficient performance, and customer dissatisfaction. FairHeat conducts detailed heat loss assessments to identify where energy is being wasted and provide solutions to improve system efficiency and cost-effectiveness.

  • Thermal analysis of distribution networks to pinpoint heat loss hotspots.
  • Evaluating insulation quality and identifying areas for improvement.
  • Providing remedial recommendations to reduce heat loss and improve network efficiency.
  • Supporting compliance with regulatory efficiency standards, such as HNTAS.

Reducing heat loss is key to improving energy efficiency and lowering operational costs for heat network operators.
